Hah hah, but i think it is a good practice, to prepare the laws before the technology :) Look what happened when blockchain went ahead of the laws, total mess :)
That I can tell you, since I'm a retired lawyer — laws always lags behind technology. Always. If they try to go before, it's a fraud :)
So are you saying cryptocurrencies and ICO's are fraud too? Not too many laws in place yet as far as i know :))
No, I say that LEGISLATION before the event is a fraud.
