Broummana, Lebanon, Women Police = shorts. What's the big deal?

BBC Quote: "Broummana in Lebanon has hired a group of young women as auxiliary police officers for the summer - and dressed them all in shorts"
Ignoring their reason, it's hot in Lebanon, so wouldn't it be much better to be wearing shorts or a skirt. Why can't the guys wear shorts too?
