The Fuel Queues

We thought gone is the December incident of fuel scarcity during the time of festivity (Yearly Occurrence).
Surprisingly, the fuel queues have return and it's been a rough morning for some people. Having to spend some hours at the filling station before resuming to office.

While facing this crisis, some find it as an avenue to make some extra cash, they buy with a keg and resell at higher price to desperate buyers - Fuel Hawkers

Q and A - can someone tell me why January refuse to leave? (seems like it's now 3 months in 2018).
