Yes, two of the characters were only supposed to appear once, when he did the voice (GPT said, after I asked him about the voiceover by Hartman, who I knew was dead). I don't know myself.
Maybe they're all tied together by their strong connection to the past?
Abe Simpson , stuck in the past, always rambling about his youth.
Troy McClure, longs for the glory days when he was a star.
Sideshow Bob, regrets his failures but sometimes mourns his lost dream.
Disco Stu , trapped in the '70s, for him, disco never died.
