Should Trump appoint Edward Snowden to the head of the NSA?

Check out this interview Ron Paul did with Edward Snowden. Maybe Trump should consider appointing Snowden to lead the NSA and restore citizens civil liberties to Americans that have been so badly depleted over the last couple decades.
