Not sure of the context of your reply. But the principles of terrorism and how it's leveraged to attack the political order and people's rights is well established, as written by terrorist leaders themselves in their tactics books that have been made commercially available. The rest of this is straight from Congress. Maybe they're wearing "hats" of some sort.....
