I guess they did it because of its abuse. People tend to always abuse the substances. Also, if you consider the therapeutic uses, you'll realize that it should be applied mainly on prescription. Hence, while it may be banned for public consumption in the Philippines, doctors may actually be using it for therapeutic purposes.

Prescription? really? Because that system currently works so, so well!! Go ask the majority that are addicted to opiates who their first 'drug dealer' was...
