I think Holland is trying to create a ton of competition in the bottom 6 , and hoping a couple of them might overachieve and be able to contribute in a top 6 way.

Having some of them elevate to the top 6 is some long odds. It more feels like player will be forced into the top 6 more than earn a spot there.
