isn't the community as a whole the best option to decide what is fair? I think the idea of 'capping' is a socialist/ communist way of thinking. That is the definition of wealth distribution. What individuals have the authority to decide what is fair for everybody? Starting capping is going to be a very slippery slope. In my humble opinion (I have confidence I am allowed to express opinion) capping is a a dangerous idea and incapable of deciding fair.
