Bireuen Regent Lays Cornerstone for Construction of Permanent Housing for Flood Victims.
Bireuen Regent, H. Mukhlis, ST, along with the Head of the Family Welfare Movement (TP-PKK), Sadriah, SKM., MKM, Expert Staff to the Head of the National Disaster Management Agency (BNPB), Brigadier General (Ret.) Yan Namora, and the Regional Leadership Communication Forum (Forkopimda), laid the cornerstone for the construction of permanent housing (Huntap) for flood victims in Bireuen and Aceh, in Bale Panah Village, Juli District, on Wednesday morning (January 7, 2026).
The groundbreaking ceremony also included peusijuk, or plain flour, presented by Tgk Ismail Huda (Abu Main), Teungku Imum Syiek of the Al-Assas Mosque in Bale Panah Village.
In his report, the village head of Bale Panah, Muntazar (41), stated that the flash floods and landslides that occurred on Tuesday-Wednesday (January 25-26, 2025) destroyed hundreds of meters of residential areas or disappeared into the Krueng Peusangan River.
As a result, 58 houses were lost, 14 houses were buried, and 27 houses were at risk of collapse in Kaye Jatoe Hamlet, Barona Hamlet, and Alue U Hamlet, better known as Kubang Itam.
Furthermore, public facilities that have disappeared into the river include the Family Welfare Empowerment (PKK) building, the food security building, and the newly built goat pen belonging to the Village-Owned Enterprise (Bumdes) in Kaye Jatoe Hamlet.
The village head also stated that regarding the construction of the first permanent housing unit today, the private land of the victims of the loss of houses was occupied by three families, and only one unit had been built.
The land was to be used to build a house belonging to Zainal Abidin Sulaiman (77) and his two children, M. Saiful (36), and M Anwar Sadad (39), explained the Village Head.
The Village Secretary of Bale Panah, M Nur (43), also added that there are 25 victims in the village who own their own land or plots to build residential homes, complete with a letter from the Village Head and a photocopy of the land deed.
The residents' land is spread across several separate locations in Juli District, including Bale Panah Village, Beunyot Village, Teupin Mane Village, Buket Mulia Village, and others.
In his remarks, the Regent of Bireuen, H. Mukhlis, conveyed the impact of the flash floods and landslides across 17 districts. More than 3,000 houses were lost or severely damaged, and nearly 16,000 suffered moderate or light damage.
"The holy month of Ramadan is coming soon. We must take wise steps so that the disaster victims can be helped and comfortably carry out their fasting," he said.
He also stated that the first phase in Bireuen and the first in Aceh will involve the construction of 1,000 houses. Permanent housing units will be prioritized for residents who own their own land for permanent housing construction. The groundbreaking ceremony for the construction took place today in Bale Panah Village, Juli District, he explained.
"This is the hope of the flood victims, and this is the first Huntap (Huntap) construction in Bireuen and Aceh. Today, we are laying the groundwork," he said.
The Bireuen Regency Government is committed to the construction of this Huntap, and we are also very committed to ensuring that these houses, funded by the National Disaster Management Agency (BNPB), can be built quickly. "We hope the houses for flood victims will be completed and ready for occupancy by the fasting month," the Bireuen Regent hoped.
Meanwhile, the Head of BNPB's Expert Staff, Brigadier General (Ret.) Yan Namora, stated that regarding the provision of land for flood victims who lack alternative land from the central government, he hopes the land is clear and clean and has been provided by the Regional Government (Pemda).
Regarding the number of permanent housing units to be built in Bireuen, the first phase will consist of 3,626 units, while the second phase is still in the data collection process. The estimated number is 1,626 units. "Over 4,000 houses.
He also stated that many of the permanent homes to be built already have their own land or plots, and that's a requirement for us to build them. They have a Freehold Certificate (SHM). He explained that moderately damaged houses receive Rp 30 million in stimulus assistance, and lightly damaged houses receive Rp 15 million per unit."
