This article is just what is needed for steem. The author talks about how token curated registries (tcr) like steem end up being dominated by early adopters and prevent newcomers from participating. The solution leveling up!
Basically applied to steem, a new users votes would count more until they had amassed a certain level of activity and curation rewards.
Then when they hit the next level it would be harder to get the same rewards. These concepts are used in video games. I am sure care must be taken to avoid Sybil attacks but I think something like this would lead to:
1) increasing participation over time from new users
2) better distribution of rewards
3) better content on trending
