I don't know if it's possible since I'm not sure what you're using to fund the site, but 0.001 Steem every 24 hours isn't going to track much attention. With current Steem prices I would say you would need to make it 0.01 Steem as the minimum reward every 24 hours and maybe a 1 - 5% chance to win 0.1 Steem every 24 hours.
Also, a big part of what helps faucets get off the ground is affiliate links as your faucet user then have an incentive to get others to join the faucet to help them passively earn Steem.
Just a few thoughts from someone who used to run a Dogecoin faucet a few years ago.
Im only waiting for delegations and donations. Not runing any ads on site yet because the site is very new and i want to test and see people engagement. For sure there will be an increase on daily payout as soon i see poeople are interested in faucetsteem. Even i dont have support right now i have increased to 0.003 daily claim.
