If i have got you right, you believe in a decentralized regulation?

So it will need universal culture, universal understanding of what's bad for the entire community etc...
For such target, I prefer to stop ecosystems which engages rewards and minetizing...
Or the members should have come to a level of wisdom and awareness so they set their goals for long run.

I believe your no.1 enemy for such utopia, is the ugly truth in the real world: different social classes

We cannot expect a citizen from a country which normal monthly income is $200 to act same as a citizen from Luxemburg or Singapore.
