It seems very concerning that a simple ICO can affect Ethereum so drastically. Are there any steps being taken to mitigate this risk? So far I haven't turned up anything indicating it has.

    That is true. It is very alarming that something like this can affect ethereum so much. But it appears no steps are being taken right now.
