Why can't you send steem power to other users when there is the easiest work around anyway?

I find it very silly that you can't send your steem power to other users when there is the easiest work around for it anyway. All you have to do is sell your whole account with the steem power on it to the person who want to buy your steem power. It is very inconvenient when you have to sell all your steem power at once instead of selling it in small bits to other users. What is the point of this may I ask because its dumb as fuck and extremely inconvenient? It takes 2 years to power it down anyways even if we were able to directly send steem power to each other anyways and the steam power could have the voting power cooldown so you can't just send all your steem power between your accounts to have many high impact votes. I feel like the whole system have been to be as inconvenient as possible for people to cash out from the system if they wanted to like buy a house or something instead of having to wait 2 years to be able to get rid of their steem power instead of being able to sell it right away to other users.
