When people say "life goes on" what does that mean to you?

To me, it means, no matter the challenge you have faced or are facing, there is need to get up and move on as your life is not going to end at that challenge. Life continues. Some people face a particular problem and want to hang on to it for their whole life as if their lives are meant to revolve around that and that alone.
An adviser of such person will commonly say "Life goes on. The world is not going to end at one problem so you have to move on."
Does "life goes on" make you feel better when something happens or does it help? Why?

It makes me feel better. It's like placing a pack of ice on a sprain. That's the effect it gives me. If I'm in distress and that is said to me, I interpret it as the sayer trying to tell me not to sulk over one thing forever and that I should move on.
Knowing that we only have a certain amount of time, how does that change how you live?
It changes the way I live by empowering to make haste in everything I do. For instance, if I had initially planned to waste the first 50 years of my life drinking and wallowing in regretful euphoria, with the knowledge that my time on Earth is limited and not forever, I can replan and decide to live very responsibly so as to make the most out of the little time I stay here.
What does it mean to be strong and bounce back from tough times? How do you do that?
This is the description of adversity quotient. Adversity quotient is the ability of a person to go through a dangerous and frustrated phase of his or her life without losing the mind.
To bounce back from a tough time means to undergo it and resurface dauntless. It means to emerge from a difficult time of your life and not look like it.
I do that by first embracing the pain that comes with my adversity. I'll cry as much as I have to. Then, when I have poured out my heart and had nothing left in it, I'll find a distraction from the problem. If watching comedies will make me laugh and forget my sorrows, I'll do tons of it.
