As per the comment above, I can help you! Streemian is a service on the blockchain and it works with your pre-existing account so you can set up an account on it that links to here, giving you accessibility to vote and group together to vote on whatever you choose.
For example, if you create an account, you will see that there are what are called "guilds" ie: someone started a group and is upvoting content they have chosen- other people who agree/trust that person will join in and all vote on the same content by signing over voting power to that name (whoever started the guild)
So, you could start a guild and then anyone who follows you on it will vote for what you do, thus creating the network you seem to be after :)
