To be honest I didn't knew about Upvotebank. But it seems like their system operates as a bot only, while steemvotes.io is a website with an user dashboard. The rest seems pretty much the same :D
Edit: Now we're offering a full-scale upvote marketplace, where you can buy / sell your upvotes for Steem, which is way more than upvotebank offers.
