I remember when bitshares first stepped on the scene, everyone was talking about how great it was going to be. (which is was/is until this day). The only problem with bitshares was its marketing. Ethereum marketed before the product was made. (made promises). Bitshare market half of what ethereum marketed. At the same time when Bitshares first released crypto didnt have as much volume. I think if it wasn't for shows like daily decrypt back in the day (who bitshares sponsored) it would be like bytecoin. But as far as DAC/DAO goes you are correct about DOA "The DAO, once you vote for something you are no longer allowed to split your ETH out and form a new DAO. This means that you have much to lose by voting and much to gain by not voting. With an initial quorum of 20% it will be very challenging to get enough agreement, especially with the downsides associated with actually voting." this quote says it all.
