It depends on how/where it's flown. most likely the three I see are an affiliation flag. Harbor, club, ect.
I did not see any quritisy flags. so that is my best guess with out more information.
For some reason all the flags are black. They are not even real flags, but some black plastic folie put on the stick at the side of the fishing boats.
I don't know what they are for. so many things. from net markers. best way to find out is ask one of them. there is no international code for it.
