According to an official government financial report presented at the Fourth Session of the National People's Congress — China's highest legislative body — the country's gross domestic product is projected to grow at a rate of 4.5% to 5% in 2026.

The target budget deficit for 2026 has been set at 4% of GDP, equivalent to 5.89 trillion yuan ($825.45 billion) — a figure that is 17.3% lower than the previous year's deficit.

In 2025, China's total government expenditures exceeded 28.73 trillion yuan ($4.12 trillion), marking a 1% increase over the prior year. Revenue, however, told a different story — coming in at 21.6 trillion yuan ($3.1 trillion), reflecting a 1.7% decline. This gap places the 2025 budget deficit at 7.13 trillion yuan ($999.2 billion).

The report also outlines plans to issue ultra-long government bonds totaling 1.3 trillion yuan, a move aimed at financing long-term strategic priorities. Additionally, Beijing intends to keep inflation firmly under control, targeting annual price growth of no more than 2%.

Editorial Opinion
China's economic projections for 2026 paint a picture of cautious optimism wrapped in fiscal pragmatism. A growth target of 4.5–5% is realistic on paper, but achieving it in the current global climate is anything but straightforward.

On one hand, Beijing is demonstrating clear fiscal discipline by narrowing its deficit target and capping inflation at 2% — signals that resonate well with international investors and credit markets. The planned issuance of ultra-long bonds suggests the government is thinking in decades, not quarters, which reflects a long-term strategic mindset.

On the other hand, the revenue decline of 1.7% in 2025 is a red flag that cannot be ignored. A government spending more while earning less is walking a tightrope — and the safety net, in this case, is borrowed money. With global trade tensions, a sluggish property sector, and subdued domestic consumption still weighing on the economy, hitting even the lower end of the 4.5% target will require both shrewd policy execution and a degree of good fortune.

Ultimately, China's 2026 forecast is less a guarantee and more a carefully calibrated aspiration — ambitious enough to inspire confidence, yet grounded enough to remain defensible if headwinds intensify. The world will be watching closely
