Your contribution cannot be approved because it does not follow the Utopian Rules.

      Thanks for your reply and the kind hint. I have contacted the author of the repository. He agreed with my bug report and added a license file. Is it fine? Should I resubmit this bug report to utopian.io? I am a beginner and I do not know what to do next...
