Witness Update - Updated to v0.22.0

An issue has been discovered in HF21 which is preventing delegations from functioning properly.

In roughly two hours Hard Fork 22 will go into effect.

      Consistently one of my favourite witnesses. No drama. Just results and unending support for the blockchain. Out of the witnesses I have had to invite or will be soon, I wish I could vote for you twice.
