He is likely already familiar with the witnesses from BTS. If he thinks they're good witnesses on BTS then why wouldn't he vote for them on steemit?

Pretty sure he is not supposed to vote.
Unless he has personally pledged not to vote I can't imagine why he wouldn't vote.
Employee accounts were never supposed to vote for witnesses
