1. 서울시,시민 전자투표 확대…“블록체인 도입으로 신뢰성 올릴 것”

서울시가 주요 정책 결정 때 온라인으로 시민들의 의견을 묻는 전자투표를 확대할 전망입니다.
위조·변조가 불가능한 블록체인 기술을 전자투표에 도입해 신뢰성을 끌어올리고, 서울시 정책 결정 때 적극 활용한다는 계획입니다.
스페인·스위스·에스토니아 순방에 나선 박원순 서울시장은 현지시간 지난 3일 '블록체인 마스터플랜'을 발표하며 전자투표를 통한 직접민주주의를 실현하겠다는 방침을 밝혔습니다.
서울시와 지역사회의 중요한 의사 결정 때 시민들이 온라인 투표를 통해 참여하고, 그 과정과 결과를 투명하게 공개하는 시스템을 내년까지 구축하기로 했습니다. 서울시는 미세먼지와 관련한 대중교통 무료 정책이나 청년수단 수혜 대상 확대 여부 등 주요 정책 결정 전에 시민들에게 전자투표로 의견을 물을 수 있을 것으로 보고 있습니다.
시는 지금도 '엠보팅'이라는 온라인 투표 제도를 도입하고 있지만 주민제안사업 투표, 공공시설 이용자 만족도 등의 조사에 그치고 있습니다.
박원순 시장은 현지시간 지난 4일에는 스위스 취리히주 청사를 찾아 국민투표·국민제안 등 스위스의 직접민주주의가 어떻게 실현되고 있는지를 살펴보며 시민 전자투표 확대와 관련한 일정을
이어갔습니다.
스위스는 국가적인 사안뿐 아니라 지역 현안도 주민 직접투표를 통해 결정합니다. 취리히주의 경우 600만 스위스프랑 이상의 세금을 지출해야 할 경우 3천명 이상이 서명하면 주민투표를 시행하도록 했습니다.

2. Financial Giant SBI and Ripple Launch Blockchain Payment App in Japan

Ripple-powered payments app MoneyTap has now gone live, according to an official tweet October 3. The consumer-focused service was co-developed by Ripple and Japanese financial services giant SBI Holdings.
According to the product’s website, MoneyTap will use Ripple’s blockchain solution xCurrent to enable domestic bank-to-bank transfers in “real time.” Account holders at three participating Japanese banks – SBI Sumishin Net Bank, Suruga Bank and Resona Bank – can send funds using the mobile app, which is compatible with both iOS and Android devices.
After registration, users will reportedly need just their cell phone numbers or a QR code to complete transfers in either Japanese yen or foreign currencies, without a commission fee. The payment system will be secured using the devices’ inbuilt security technology, such as biometric login authentication systems that use fingerprint scanning.
As previously reported, the last remaining obstacle to MoneyTap’s launch was cleared late last month, when SBI Holdings announced it had secured a license from Japanese regulators to handle electronic payments as an “Electronic Settlement Agency Service Provider” under legislation rolled out in March 2017.
According to earlier announcements, MoneyTap will eventually see a consortium of 61 Japanese banks – representative of more than 80 percent of all of Japan’s banking assets – participate in the service.
In other geographic jurisdictions, Spain-based banking group Santander announced this March it would release a cross-border payment app using Ripple’s blockchain xCurrent and RippleNet platforms.

xCurrent를 이용해 일본 국내 송금을 즉시 처리할 수 있으며, SBI Sumishin Net Bank, Suruga Bank and Resona Bank 3개 은행에서 사용이 가능합니다. 61개 은행으로 확대할 예정으로 보입니다.
