Human potential lies in the ability of the soul to control the desires of the soul which will bring his soul to bad things and good things.
Humans need leaders
Because many of the people are unable to control their souls, the human being becomes weak and follows his soul which leads to evil, so it is necessary for others to take care of and repair his soul which always follows the desires of the deviant soul towards the path of darkness.
So humans need leaders who will control other people to stay on a bright path.
Humans who have weaknesses in their faith, it is very necessary for someone who is able to guide him to be someone he should be.
Rules given by God to humans
God gave the rules passed down through the Prophet, so the Prophets directed humans according to the rules of God. So the rule views, without a leader, then humans will not be able to realize the enforcement of the values of the teachings of God properly and correctly.
So the rule of God requires people to appoint someone to be their leader and obey the leader. Humans must appoint a king, president, chief, and head of household.
So that rule was revealed by God through the Prophet to guide people according to the guidance of God's Rules.
So the leader becomes a substitute for the Prophet to preserve the teachings of God and must be able to realize God's rules as they should.
Because humans have diverse soul desires, these desires must be adapted to God's teachings and the teachings of their leaders.
There is no leader rule that will clash if the leader carries out the teachings of God unless the leader adheres to God's teachings intentionally or unintentionally.
