Loss, 4 Big Projects in Aceh

BANDA ACEH - Four major projects that enter the National Strategic Project (PSN) in Aceh, which has been declared by the Central Government in the last two years is still jammed. Most of the constraints faced are land acquisition.

The information on the PSN in Aceh is delivered by the Chairman of the Regional Leadership Council of Barisan Volunteer Jokowi President (DPD Bara JP) Aceh, M Adli Abdullah to Serambi, Wednesday (14/2). "Most are constrained by land acquisition," Adli said.

According to Adli Abdullah, President Jokowi questioned the progress of four major projects in Aceh in the meeting forum of all DPD Bara JP in Rote Island, NTT in early January. "The President is so concerned with Aceh. He details the strategic projects in Aceh and asks one by one how it goes, "Adli said.

Adli claimed to have answered all the questions of the President including the facts on the ground that the strategic projects are constrained and some even run in place due to land issues. Against this condition, Jokowi asked the Governor of Aceh or Aceh Government to immediately settle the land issue in the four strategic projects.

"This is all the source of land acquisition budget from the Center, so the President also asked not to cost Rp 50,000 to Rp 500,000. That is the task of the Government of Aceh to resolve it immediately and ensure there are no parties involved in land acquisition on the four projects, "he said.

PSN in Aceh
According to Adli, the four PSNs in Aceh that run there each are the construction of four Aceh toll roads, the construction of a cement plant in Laweung, KEK Arun, and the dam and Keureuto dam project in North Aceh.

For toll roads, said Adli Abdullah, based on Presidential Regulation No. 117/2015 on the Amendment of Presidential Regulation No. 100 of 2014 concerning the Acceleration of Toll Road Development in Sumatra, there are four toll roads that are part of 24 segments of the Trans Sumatra toll network, namely Binjai-Langsa, Langsa-Lhokseumawe, Lhokseumawe-Sigli, and Sigli-Banda Aceh.

"Initially, Aceh can not ration built toll roads, it is appropriate in the Presidential Regulation 2014. After we convey, then Aceh entered and immediately declared. But unfortunately, until now has not done the laying of the first stone, has not been done because of the entangled land issue, "said Adli.

Next is the construction of a cement factory in Laweung, Pidie. The central plan of the central government is still constrained by land acquisition. In fact, Adli said, the construction of a cement factory in Laweueng, is a direct order Jokowi Presdien to the Minister of SOEs. "Then just enter PT Semen Indonesia because there is already a sign MoU with PT Samana," sebutnya.

Furthermore there is KEK Arun, Lhokseumawe which according to Adli also still way in place. For KEK Arun, he said should be encouraged in order to be done the first new laying in 2018. "In PP No. 5 of 2017 it is clearly stated that the implementation was done by Pertamina, PIM, Pelindo by embracing PDPA," said Adli.

Finally, the construction of the dam and reservoir of Keureuto, North Aceh. As is known, the construction of the project cost Rp 1.6 trillion was inaugurated by President Jokowi in March 2015. "But because of constrained land acquisition, many parties who play in the project, finally stuck," said Adli.
