They're just practicing for when we exist in a more extreme police state and this sort of thing is a daily occurrence. Don't get caught without a GPS or cell phone when it happens.
I also saw a video of a guy being pulled over in a US neighborhood by an armored vehicle... So YEAH! Totally right man!
