Seems they decided to reverse the course of action of what they did in Syria turning terrorists to aid workers now turning aid workers to terrorists to be more blunt and straightforward then they can have an excuse to intervene to defend the new tool, unlike the case in Syria: https://www.syrianews.cc/?s=White+helmets
