Thats a good question - rules but no rulers so no authority to tell someone what to do. I guess like most other communitys if someone has a problem they bring it to the meeting which I guess this place has too, I havent asked yet actually.
The first night I was here, a woman got up to fight woman and they sorted it out themselves, nobody moved an inch to intervine.
As for theft, it runs on good old trust,and hard drugs would mainly mean Heroin and Crack, and these two drugs often leads to the first two rules being broken
