Q: Is the higher the bounty, the stronger?
A: No! There are several characters, typically Bellamy uses bounty to measure power, but in fact it is not. The Bounty speaks of the "danger" level to the World Government, not the power level. In other words it tells how WG wants the person to die to what extent. For example: Blackbeard (Blackbeard) bounty does not have, Nico Robin bountyed 79m since age 8 because of the ability to read Poneglyph. Also, bounty is also limited by WG's understanding. Chopper is an example, WG thinks Chopper is a pet of the Straw Hats that is wanted for 50 Beli.

Chopper là 1 ví dụ, WG nghĩ Chopper là 1 con thú nuôi của nhóm Mũ Rơm nên truy nã với giá 50 Beli.
