Yes. You should do whatever is appropriate for your climate. Wind and rain are the biggest weather killers where I am. Though, in urban survival, I'd take only the clothing necessary for the current season so that I stay light. Clothing will be a relatively easy to scavenge if the situation isn't resolved when the season changes and I'm still alive.
