I would say like with most things if you cast a wide enough net you are more likely to catch something. So go out and follow more people; those who come to your page and like what they see will follow you back. Resteem accounts like the one @crystalhuman runs are also very helpful for getting your posts back to the top of the feed and thus increasing their chances of getting seen by more people. Apart from that good content, and you can even try sharing your links in Steemit groups on Facebook. They are usually very welcoming and ready to offer tips and advice. Google is also quite useful, did a lot of research while waiting for my account approval, so I was ready to hit the ground running once confirmed. I hope this helps!
