You may not like it but it is not an abuse steemcleaners deals with.
Fake ids are an abuse. The person intention is pretty clear to rape the reward pool.
What has a fake id in common with an abusive use of bidbots ?
And steemcleaners does not deal with bidbot abuse.
steemcleaners deals with identity theft but this account is not pretending to be someone else so it is not a fake id either.

I would suggest to use the booster less than actually because it is appropriate to boost just an image this high.
