Lesson for Thieves?

When I went through a row of shops in Penang a few years ago, I found this sentence:

paradise where shoppers can stroll along the row of shophouses and feast their eyes on arrays of goods

The above photo, an officer had found a thief. The thief (perhaps cleverly) argued that he did not steal. He just forgot the key shop.
