How to filter posts by value, upvotes or poster reputation ?

I want to see only Steemit posts that have above some level of value, upvotes or reputation.
I thought that this is the main value of Steem in addition to it being decentralized.
How can I do that ?
Are there any plans to do that ?
How does it protect readers from spam ?
