Don't ICOs conflict with many countries' securities regulations (as they are basically companies/stocks). This is why many ICOs won't allow American's to invest. We have also seen several countries (i.e. China) ban ICO trading. Wouldn't this make things like Bitcoin, Litecoin, and Ethereum less risky?

Yes, many ICOs may be unavailable in your country. Proven altcoins are always going to be a safer investment than ICOs (but know that ALL crypto investments are risky)!
