It looks like a bill has been introduced in Mississippi that would except crypto from securities laws.

The wording "open blockchain token" is not very welcoming... It pretty much only includes tokens issued on non-private blockchains, for example ERC20 tokens, but not Ethereum itself, or any cryptocurrency identified as coin, instead of token.
I believe they mean anything that runs open sourced...
