That's a great point to emphasize. Sometimes, payouts don't reflect immediate quality of the contribution, but other quality that has been provided elsewhere, or goodwill that has been earned.
It's always good to remember this before flagging because you think rewards are unjustified.

I myself don't believe in flagging to reduce payout, I have been a victim once and I tell you it was very annoying.
