I know how you love reading and critiquing whitepapers, so maybe you should check out this project that a friend of mine recently reviewed for Oracle-D.
I'm not saying it will meet all of the needs you are addressing, but it sounds like it kind of hits on a couple of them.
Bloom was the biggest ICO investment I ever made.
Didn’t perform so well, and ended up selling at a 90% loss to reinvest in Elastos.
Though nonetheless, enough there to have justified the investment in the first place...
