Everyone can help. But not everyone want to help.
We know so many methods and technics, and we have machines for those.

But we (the people) dont have enough money, the upper class, who have money, they doesnt care about this.

So yes, the blockchain can help. But not neccesary. The will and money are necessary.

    deepcrypto8 is when I transfer Steem to my Binance account - even though I do not have much. Just testing it out.
