Why do you include that reputation (40) restriction?? You are just leaving out all the new steemians like me... I don't understand why do you want to do that? Please reconsider and also be aware that your post is calling for inclusiveness, it literally says:

"we want EVERYONE on Steemit to join this contest"

AND

"Everyone can join both stages"
