Steemit is built the way that minimizes the possibility of multiple accounts abuse, free accounts are created with a vote value of nearly zero, each account needs a phone number and takes weeks to verify, it's just not economic to build hundreds of accounts for their votes.
First prove it's easy to abuse then people would listen to you.😉
Going through your reply makes me wonder if you got my message..first,getting multiple numbers aint a big deal secondly they are not creating these accounts to vote themselves..
