wait, I guess you slightly misunderstood :)
Your vote may shows a value of $0.00 on steemit, but under the hood is still has a value. This is a steemd screenshot of your last vote:

The 313-million-something number - that's the value of your vote at the time of this writing. If that column were 0, your vote value were zero. However, it could have around four times that value if you let your voting mana recover.

I've read somewhere that posts and comments give their payout only if the total amount passes some threshold, I think it was $0.03. I can't find more details now, sorry.

This is true, posts and comments need to have a total value of at least 0.02 STU at payout time.
