Apparently it is, but the site you linked is not a complete one yet (in the whitepaper it is mentioned that the app is in a certain phase, and nearly ready to launch globally to the public)
At this time, the link on my post above https://www.suchapp.io seems better in terms of tracking upcoming news & developments.
On the other hand, I believe it would not be wrong to assume the link you provided will be used for the messaging / app download etc. eventually.
