Witness Update

I have enabled my witness again and am now running v0.19.6.

Witness nodes are strongly encouraged to upgrade to 0.19.6 if running 0.19.5.

There was a bug in how witness nodes were heuristically calculating the block size when generating a block that could lead a node to produce a block that was too large.

I had to replay; It took a long time, while my witness was disabled.

The issue still exists. Deleting the shared_memory.meta did not work.

I hope that one day I get to update my servers without any issues ...
