I think EOS doesn't have enough market penetration (awareness) to pull this off. Maybe 10% of people have heard of Bitcoin and then 1% know what it is, beyond that probably less than 1% of people own it. For EOS I imagine those numbers are much lower, thus making it extremely difficult to implement something like basic income at a scale beyond those already in the cryptospace,
