Codeine is more dangerous, but can be legally bought in pharmacies. Just legalize so it doesn't end up into the hands criminals.

It needs to be decriminalized !
The legislation just leads to more stupid and unhelpful laws that are then used for control and profit.

@farizal, codeine is already legalized (in North America anyway), it's a controlled substance, just like cannabis is/will be under legalisation. If you're worried about the hands of criminals, then be afraid of the government.
decriminalization would remove the profit motive for crime.
