Why Is BLACK and WHITE are Not Considered As Colors?

In color science, black is taken into account the absence of every type of color waves. whereas white is taken into account as a illustration of the presence of all color waves with balanced proportions. Scientifically, each aren't colours, though they'll be bestowed as pigments.
