I noticed you wrote that a 1/4ounce gold Coin would receive a $25 in Gold Coins... It would need to be a $20 Gold Coin and a $5 Silver Coin... AFter reading your "Condensed" Version, it makes me wonder if Congress will turn it into a 40,000 Page Version...lol...
